SUMMARY OF ROLE

The Garda Vetting Liaison Person is responsible for coordinating the Garda Vetting process on behalf of the Irish Red Cross. This role ensures compliance with the National Vetting Bureau (Children and Vulnerable Persons) Acts 2012–2016 and supports safe recruitment practices by overseeing the timely, accurate, and confidential processing of vetting applications.

This role is subject to Garda Vetting.

ROLE RESPONSIBLILTIES

1. Garda Vetting Coordination

  • Act as a primary point of contact between the organisation and the National Vetting Bureau (NVB).

  • Manage the vetting process from receipt of a vetting invitation to tracking, follow-up, and results management.

  • Ensure that all vetting applications are completed accurately and submitted in line with NVB requirements.

  • Maintain up-to-date knowledge of NVB procedures, system updates, and legislative changes.

2. Compliance & Governance

  • With the National Safeguarding Manager, ensure organisational adherence to the National Vetting Bureau Acts and any internal vetting policies.

  • Maintain accurate, confidential records in accordance with data protection legislation (e.g., GDPR).

  • Support internal audits and quality reviews related to vetting practices.

  • Notify relevant manager of vetting outcomes in line with vetting policy while safeguarding personal information.

    3. Support & Communication

  • Provide guidance and support to staff and volunteers on the vetting process and related requirements.

  • Provide guidance and support to Vetting Validators to ensure they are aware of and compliant with the responsibilities of their role.

    4. Systems & Administration

  • Manage applicant data using the NVB eVetting Portal and internal CRM databases.

  • Generate reports, dashboards, or tracking logs to support organisational oversight.

  • Identify process improvements to enhance efficiency and compliance.

    5. Additional Requirements

  • Supporting and promote Irish Red Cross safeguarding culture and safe practice across the organisation.

  • Work actively towards the achievement of the Irish Red Cross goals.

  • Undertake training and development as required.

  • Abide by and uphold the Principles of the International Red Cross Red Crescent Movement.

  • Undertake any other reasonable work-related duties and responsibilities assigned by the relevant line manager that are consistent with the nature of the job and level of responsibility.

ROLE REQUIREMENTS

Essential Criteria

  • Experience in Garda Vetting administration and knowledge of the Liaison Person role.

  • Knowledge of the National Vetting Bureau Acts and the Garda Vetting processes.

  • Strong attention to detail and high levels of accuracy.

  • Excellent communication and interpersonal skills.

  • Ability to handle sensitive and confidential information with discretion.

  • Strong organisational and timemanagement skills.

  • Proficiency in IT systems, including databases and online portals.

  • A high level of competence and confidence in telephone communications is essential.

  • Fluent in written and spoken English.

Desirable Criteria

  • Experience working in sectors that provide services to children or vulnerable adults (e.g., Humanitarian NGO, education, health, social care, youth work).

  • Understanding of safeguarding policies and best practice frameworks.

  • Integrity and strong sense of responsibility.

  • Commitment to promoting safe working environments.

  • Ability to work independently and collaboratively.

  • Problem-solving mindset and willingness to learn.
